Lotte Mart: Stop Selling Dog Meat, says Asia for Animals

UPDATE FROM ASIA FOR ANIMALS (Sept. 8, 2016): “Lotte Mart in Xuzhou has been ordered to remove all dog meat products from their store from the 6^th September (upon receipt of our letter). They have forbidden the sale of dog meat in all branches and will put dog meat on their ‘List of prohibited products to sell in Lotte Mart’. They said they would continue to monitor the situation, and have promised that no dog meat products will be sold in any Lotte Mart branch.”

귀사의 무궁한 발전을 기원합니다.

We are writing on behalf of the Asia for Animals coalition, representing international organisations with extensive knowledge of animal welfare issues.

We are deeply concerned to learn of the sale of dog meat products in your store in Xuzhou City, Jiangsu province, from our colleagues who have conducted extensive investigations into the dog meat trade in China.

아시아포애니멀즈(Asia for Animals coalition, 이하 AFA)는 아시아 내의 동물 보호와 복지 증진을 위해 힘쓰는 국제 비영리 동물보호 단체들의 연대체입니다. 본 서면은 AFA의 연대 단체들과 오랜 기간 한국의 동물 복지 증진을 위해 노력하고 있는 동물보호단체들을 대표하여 보냅니다.

Investigators visited Lotte Mart’s supermarket in Xuzhou city (58# Heiping Road, Yunlong district), on the 5^th of July this year and found two products containing dog meat for sale (see Appendix 1 and 2 below).

지난 7월 5일 AFA의 소속 단체는 한국을 대표하는 글로벌 기업인 롯데그룹의 롯데마트가 중국 장쑤성 쉬저우시에 위치하는 지점(주소: 58# Heiping Road Yunlong district)에서 두 가지의 개고기 제품을 판매 중인 것을 발견 한 바 있습니다. (5페이지: 첨부사진1, 첨부사진2)

Investigations spanning decades have revealed the animal cruelty and criminality inherent at every stage of the dog meat industry supply chain. This criminality was also shown to have direct links to social unrest, violent crime, health risks and grievous animal cruelty. All evidence points to the vast majority of dogs consumed in China being stolen companion animals.

In addition, there is a mounting body of evidence that the dog meat trade, which encourages the large-scale movement of dogs of unknown disease and vaccination status, may contribute to the rapid and wide-ranging spread of a number of communicable diseases such as cholera and, of greatest concern, rabies. This trade poses a significant risk to rabies control in the Asia region and is in direct contravention of rabies control and elimination recommendations by key health advisory bodies.

중국의 개식용 산업은 동물에 대한 학대와 불법성이 만연할 뿐 아니라 인간의 보건에도 심각한 위협을 가하는 산업으로 저명합니다. 특히 본 산업은 콜레라나 광견병과 같은 전염병을 급속도로 확산시키는데 일조하고 있으며, 아시아 전역의 광견병 방역에 큰 위협을 가하고 있습니다. 이는 광견병의 방역 및 박멸을 위한 주요 보건 자문기관들의 권고를 철저하게 묵살하는 것과 같습니다.

In addition to the role of the trade itself in spreading the rabies virus, studies have demonstrated a high incidence of rabies-positive dogs taken to slaughterhouses, restaurants and markets, destined for human consumption, in China and other Asian countries such as Vietnam and Indonesia. As contact with the meat of an infected animal has been shown to transmit the rabies virus, it is unsurprising that numerous cases have been reported of rabies transmission during the processes of dog slaughter and meat preparation, and even consumption, causing a significant number of human deaths in several countries in the Asia region.

조사 결과에 따르면 중국, 인도네시아, 베트남에 위치하는 도축장, 개고기 판매 식당 및 시장에서는 광견병에 걸린 많은 수의 개가 실제로 유통되고 있다는 것이 여러차례 드러난 바 있습니다. 광견병은 해당 바이러스에 감염되었던 동물의 고기와의 접촉만으로도 감염이 된다는 것이 이미 밝혀졌으며, 이로 인해 도축과 손질 등 개고기를 유통하는 과정과 개고기의 섭취로 인해 다수의 인명피해가 발생된 사례도 있습니다.

In terms of food safety, on your website you state:

“All the products sold by Lotte Mart have passed our thorough investigation and safety check. Lotte Mart does its best to ensure that we provide reliable and high quality products and service to customers.”

당사의 홈페이지에는 “롯데마트에서 판매되는 모든 제품들은 철저한 자체 검증을 거쳤으며 안전성이 확인된 제품입니다. 롯데마트는 믿을 수 있는 고품질의 상품을 고객님께 제공해 드리는 것을 우선 시 하고 있습니다.” 라는 ‘안전성’에 대한 언급이 있습니다.

이는 위에 제시한 바와 같이 ‘안전할 수 없는’ 개고기의 유통과정으로 보아 중국 내 롯데마트의 지점에서 개고기를 판매하는 것은 당사의 신념에 위배된다고 사료되는 바입니다.

Following many years of investigations, and the many news reports available, we conclude that there are few large dog breeding farms in China, with most of the dogs found in the meat industry either stray dogs, or those poisoned and stolen from people’s homes. No legal source for dog meat exists, with the entire trade chain operating under illegal conditions.

또한 동물보호단체의 수년간 조사에 따르면, 중국에는 대규모로 운영되는 전문 식용견 농장이 존재하지 않으며 중국에서 식용으로 이용되는 대부분의 개들은 유기견 이거나 독극물을 이용하여 훔친 가정견입니다. 즉, 중국 내에서 합법적으로 얻어진 개고기는 존재할 수 없으며, 해당 산업은 모든 과정에서 불법이 만행되고 있습니다.

Attitudes within China are changing as we see increasingly more people uniting against this cruel practice. Most people are appalled by the concept of consuming dog meat and are even more displeased by the blatant public health concerns, animal abuse and criminality inherent in the industry. Similarly, attitudes across the rest of the world, including South Korea, are changing too, and it is interesting to note that there is no dog meat for sale in your supermarkets in South Korea. In South Korea, there is growing recognition of dogs as companion animals, and with that has come mounting opposition towards the dog meat industry. The Korean public would be shocked and appalled to learn that Lotte Mart – a brand synonymous with South Korea’s national identity – is selling such products in China.

현재 중국 국민들 사이에서 동물에 대한 잔혹한 학대 행위에 반대하는 목소리가 높아지고 있습니다. 대부분의 중국인들은 ‘개를 먹는다’는 것에 대해 반감을 표하고 있으며, 개를 식용하는 것에 대해 공중보건, 동물학대, 위법성에 대한 우려를 하고 있습니다.

이러한 우려는 중국 뿐 아니라, 한국을 포함하여 전세계적으로 확대되고 있습니다. 특히 한국은 반려인구가 급속히 증가하면서 한국 내에서의 개식용을 반대하는 인구가 증가하고 있습니다. 이런 상황에서 자국을 대표하는 글로벌 기업인 롯데마트가 중국에서 개고기를 유통시키고 있다는 사실은 많은 한국 국민들로 하여금 실망을 금치 못하게 할 것입니다.

We thereby urge you to remove all dog and cat meat products from your shelves worldwide, and refrain from selling any such products in the future. We look forward to your response to this urgent matter by no later than the 30^th September.

따라서 AFA와 한국의 동물보호단체들은 중국 내 귀사의 지점에서 판매중이거나 판매를 계획하고 있는 모든 개와 고양이 고기의 유통을 중단하여 주시기를 간곡히 부탁드리는 바이며, 이에 대한 회신을 9월 30일까지 요청 드리는 바입니다.
