“Many municipal, private and publicly funded animal shelters have adopted a no-kill policy for cats brought in by caring people as strays and rescues but are not considered adoptable. They are neutered, may or may not be vaccinated minimally and released where they were found. This trap-neuter-vaccinate-release (TNVR) policy is especially cruel when there are no daily feedings of these cats, adequate shelter in bad weather or veterinary care when needed.”
